3.1 A National Seed Sowing Committee will be formed to determine and implement policy related to seed sowing and to provide necessary consultation to the Government of Nepal on seed sowing related matters. 3.2 The committee will have the following chairman and members –

“3.2.1 Secretary, Ministry of Agriculture and Livestock Development Chairman”

3.2.2 Director General, Department of Agriculture – Member 3.2.2a. Among the secretaries of the provincial ministries, the secretary of the provincial ministry related to the topic to be discussed in the committee meeting - Member 3.2.3 Executive Director, Nepal Agricultural Research Council - Member 3.2.4 Managing Director, Agricultural Materials Company Limited 3.2.5 General Manager, Agriculture Development Bank - Member 3.2.6 ..... 3.2.7 Three people nominated by the Ministry including at least one woman among the subject experts related to horticulture, foodstuff, grass crop science - Member 3.2.8 To conduct study and teaching on agriculture and animal science One seed expert of at least associate professor level from the university designated by the Ministry - Member 3.2.9 Two members including one woman from seed entrepreneurs nominated by the Government of Nepal - Member 3.2.10 Two members including at least one woman from seed producers and farmers nominated by the Government of Nepal - Member 3. 2.11 Head, Seed Quality Control Center - Member-Secretary 3.3 The term of office of the nominated member will be two years according to clauses 3.2.7, 3.2.9 and 3.2.10. 3.4 Notwithstanding anything written in sub-section 3.3, the Government of Nepal may remove the member nominated in accordance with sub-sections 3.2.7, 3.2.9 and 3.2.10 before his term of office is completed. 3.5 When nominating members as per clauses 3.2.7, 3.2.9 and 3.2.10, it should be done on the basis of inclusive principle. 3.6 If the committee deems it necessary, it may invite a domestic or foreign expert or consultant to participate in the meeting of the committee as an observer.
